I’ve been driving through Florida for 20 years plus. What I’ve always seen is the DOT sits out on the highway and then pulls you over to pull in here to do the inspection so they don’t have to do it roadside. I’ve never seen them come in and pick out a driver just sitting. Not saying it doesn’t happen.
There’s more room now you won’t get blocked in like in the past. But there are not many spots here, not near as many as some of the other rest areas.
